Chap. 462.—An ACT to authorize the council of the city of Winchester to
borrow a sum of money not in excess of $10,000.00, and to issue bonds of
the town therefor; and to advance the proceeds in aid of the establishment
of the Shenandoah National Park; and to provide for the payment of the
interest on said bonds and the principal thereof at maturity. fH B 535]

1. Be it enacted by the general assembly of Virginia, That the
council of the city of Winchester be, and it is hereby, authorized and
empowered to borrow not in excess of ten thousand dollars, and to
issue bonds of the said town therefor, the said bonds to be issued in
such denominations and to be payable at such time or times, not ex-
ceeding six years from the date thereof, as the said council may pre-
scribe; they shall bear interest at not exceeding six per centum per
annum, and shall not be sold for less than par.
2. The bonds issued by the council in pursuance of this act shall
be signed by the mayor of the said city and countersigned by the clerk
of the council. The proceeds derived from the sale of said bonds shal
be advanced in aid of the establishment of the Shenandoah National
Park.
After the issuance of the bonds provided for in this act, the council
of the city of Winchester is authorized to levy a tax upon all the prop.
erty in said city, subject to local taxation, to pay the interest on said
bonds, and to create a sinking fund to redeem the principal thereof
at maturity, or to provide for the payment of said interest and prin-
cipal out of the regular levies for city purposes.
3. An emergency existing, this act shall be in force from its
passage.
