Chap. 404.—An ACT authorizing the board of supervisors of Lee county to
borrow money, and to issue bonds for a sum not exceeding $70,000.00, for the
purpose of constructing and improving certain roads and bridges in Rocky
Station magisterial district in said county, and to pay the interest on said
bonds for a certain time out of the district road levy of said district, and to
levy a tax on the taxable property of said district to pay the interest on said
bonds and create a sinking fund for payment of said bonds ae a)

Whereas, Lee county has, within the last few years, spent large
sums of money in the construction and improvement of its roads and
bridges; and
Whereas, there are yet a number of short lines of road in the north-
ern part of the Rocky Station district of said county which have not
yet been improved, and are now practically impassable, and which
said roads are located in a great industrial area of said county, and
are therefore of great importance to the public; and
Whereas, the amount of taxes available from the county and
district road levies, is not sufficient to improve and construct said
short lines of road, without great delay, inconvenience and loss to the
public; now, therefore,
1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of Lee county is hereby authorized to borrow a
sum of money, not exceeding seventy thousand dollars ($70,000.00),
and to issue bonds therefor, the said bonds to be issued in serial form,
and in such denominations, and to be payable at such times, not ex-
ceeding fifteen years from the date thereof, as the said board may
prescribe. *s
2. The said bon a ra oY Sane board in pursuance of this act,
shall be signed by the chair aid board and countersigned by
the clerk thereof, under the seal of the board, shall bear interest not
exceeding six per centum per annum, and shall not be sold for less
than par, and shall be either registered or with coupons attached as
the board may prescribe. The proceeds of the said bonds shall be
used in the Rocky Station magisterial district in said Lee county, for
road purposes as follows: For constructing and improving the follow-
ing roads, with any bridges which may be necessary in connection
with said roads, to-wit; a road extending from Saint Charles up Star-
light creek, with a branch road up Gins creek; a road extending from
Saint Charles up Bailey’s Trace, with a branch road up Fawn branch,
a total distance of approximately five and one-half miles.
3. After the issuance of said bonds provided for in this act, the
board of supervisors of Lee county shall provide that the interest on
said bonds shall be paid out of the district road levy of said Rocky
Station magisterial district for the years nineteen hundred and twenty-
six, nineteen hundred and twenty-seven, nineteen hundred and
twenty-eight and nineteen hundred and twenty-nine, and from and
after the year nineteen hundred and twenty-nine, said board shall
annually levy a tax on all property subject to local road taxation in
said Rocky Station magisterial district sufficient to pay the interest
on said bonds and to create a sinking fund to redeem the principal
thereof at maturity.
4. But the foregoing provisions of this act are subject to the
following qualifications, that no bonds shall be issued under this act
unless and until a special election to be held in said Rocky Station
magisterial district, on such date as may be fixed by the judge of the
circuit court of said county on application of the said board of super-
visors, a majority of the qualified voters of the said district, voting
in said election, shall vote in favor of the issuance of such bonds.
And it is hereby made the duty of the regular election officers to pre-
pare the ballots and otherwise provide for the submission of the said
question to the voters in said election. On each ballot shall be
printed in separate lines the following:
Voters desiring to vote in favor of the issuance of said bonds shall
strike out the words “against bond issue," and voters desiring to vote
against the bond issue, shall strike out the words ‘‘for bond issue.’
Voters striking out or erasing the words “‘for’’ or “‘against’’ shall be
deemed to have stricken out or erased the entire line.
5. An emergency existing, this act shall be in force from its
passage.
