Chap. 130.—An ACT to amend and re-enact an act approved February 25,
1922, chapter 92, acts of 1922, page 129, which act provides for the working
and keeping in repair the public roads of Buchanan and Dickenson counties,
and which said act authorized the board of supervisors of Dickenson county
to issue bonds or other obligations of said county, on behalf of the said
county, or on behalf of any one or more of the magisterial districts therc-
of, either or both, for a sum not exceeding four hundred thousand dollars,
for the purpose of financing the construction of sections of the State high-
way system in the said county of Dickenson, and to levy taxes to pay the
interest thereon; and to create a sinking fund for the payment of the
principal of such bonds at maturity, and to add sections to said act, allow-
ing the Willis magisterial district of the said county of Dickenson to borrow
not exceeding fifty thousand dollars to construct a road from Haysi to the
Buchanan county line at the mouth of Greenbrier creek in said magisterial

1. Be it enacted by the general assembly of Virginia, That an
act entitled an act to amend and re-enact an act approved February
twenty-fifth, nineteen hundred and twenty-two, entitled an act to
amend and re-enact an act entitled an act to amend and re-enact an
act approved February twentieth, eighteen hundred and ninety-six,
entitled an act to provide for the working and keeping in repair the
public roads of Buchanan and Dickenson counties as heretofore amend-
ed, be amended and re-enacted by adding the following three addi-
tional sections thereto, allowing the Willis magisterial district, in the
said county of Dickenson, to borrow not exceeding fifty thousand
dollars to construct a road from Haysi to the Buchanan county line
at. the mouth of Greenbrier creek, in said magisterial district, namely.
Section 8-a. That the board of supervisors of Dickenson county
be, and it is hereby, authorized and empowered in its discretion, to
proceed immediately or from time to time, as it may deem expedient,
to issue bonds or other obligations of the Willis magisterial district
of Dickenson county not exceeding in the aggregate the sum of fifty
thousand dollars, for the purpose of providing funds to finance the
construction of a county road in the said magisterial district from the
town of Haysi to the Buchanan county line, at or near the mouth of
Greenbrier creek; such bonds or other obligations to be payable or
redeemable at such time or times, not exceeding ten years from the
date of issue, and to bear interest payable at such time or times, and
at such rate, not exceeding six per centum per annum, as the said
board of supervisors may fix, and be in such denominations, and either
coupon or registered as the said board of supervisors may determine.
There shall be printed in the face of the said bonds or other obliga-
tions the following: ‘‘These bonds or obligations are issued for the
purpose of financing road construction in the Willis district of Dick-
enson county, but the full faith and credit of Dickenson county is
pledged for the payment of the interest thereon and the principal
thereof at maturity.”’
The sale of such bonds or other obligations may be conducted and
effected in such manner as the said board of supervisors may deter-
mine, provided, such bonds or other obligations shall not be sold at
less than their par value. ,
Section 8-b. The said board of supervisors of Dickenson county
shall annually levy a tax upon all the property within the said Willis
magisterial district, subject to taxation, for such purpose, at such rate
as will be sufficient to pay the interest on said bonds or other obli-
gations, and to create a sinking fund for the payment of the principal
at maturity.
Section 8-c. The said board of supervisors are authorized to use
the funds from the sale of said bonds or other obligations to build and
construct said road from Haysi to the said county line at or near the
mouth of Greenbrier creek independently of any supervision of the
State highway commission of Virginia, or the State highway depart-
ment of Virginia, and the said board of supervisors are authorized to
contract the construction of the said road either publicly or at private
letting, or to build the same under the supervision of the said board
of supervisors, or the members of the said board from the said magis-
terial district, or under a county engineer, without letting said road
to contract.
2. By reason of the fact that the public interest requires that the
said road work be commenced as soon as possible an emergency is
hereby declared to exist, and this act shall be in force from its passage.
