Chap. 1.—SENATE JOINT RESQLUTION in relation to the proposed child
labor amendment to the Constitution of the United States. .
‘Signed January 26, 1926.
_ Whereas the Congress of the United States has proposed an amend-
nent to the Constitution of the United States of America i in the fol-
owing words, to-wit:
“Joint resolution proposing an amendment to the Constitution of
he United States of America in congress assembled (two-thirds of
ach house concurring therein), That the following article is proposed
is an amendment to the Constitution of the United States, which
vhen ratified by the legistatures of three-fourths of the several States,
hall be valid to all intents and purposes as a part of the Constitution:
“Article—
‘Section 1. That congress shall have power to limit, regulate and
wohibit the labor of persons under eighteen years of age.
‘Section 2. That power of the several States is unimpaired by
his article, except that the operation of the State laws shall be sus-
yended to the extent necessary to give effect to legislation enacted by
he congress.’
Therefore, be it resolved, by the senate of the State of Virginia
‘the house of delegates concurring therein),
1. That the said proposed amendment to the Constitution of the
Jnited States of America be, and the same hereby is, rejected bv the
reneral assembly of the State of Virginia.
2. That certified copies of this joint resolution be forwarded by
the governor of this State to the secretary of state at Washington,
D. C., to the presiding officer of the United States senate, and to the
speaker of the house of representatives of the United States.
