Chap. 9.—An ACT to authorize the board of supervisors of counties and the
councils of cities and towns, and the officers of counties, cities and towns
who are empowered to purchase supplies for local public use, to seek the aid
and co-operation of the State purchasing agent in purchasing such supplies;
and to make it the duty of the State purchasing agent to encourage the seeking
of such aid and co-operation, and to render the same when sought. [5S B 6]

1. Be it enacted by the general assembly of Virginia, That the
boards of supervisors of the several counties and the councils of the
several cities and towns, and the officers of counties, cities and towns
who are empowered to purchase supplies of any and all kinds for local
public use, are hereby severally authorized, in their discretion, to seek
the aid and co-operation of the State purchasing agent in purchasing
such supplies, to the end that,. by central purchasing, cheaper prices
may be obtained.
2. It shall be the duty of the State purchasing agent to encourage
the seeking of such aid and co-operation by the tender of his services by
letter, and otherwise, and especially by the dissemination of facts by
letter, or otherwise, concerning the savings.of public funds which may
be effected by central purchasing of supplies.
3. All purchases made by or through the State purchasing agent in
pursuance of this act shall be paid for in the same manner and out of
the samie funds as if the purchase had not been made by or through him,
but in every case in which he makes a purchase, a duplicate invoice for
the goods shall be sent him for his examination and filed.
