Chap. 33.—An ACT authoniding the city of Norfolk, in addition to its present
powers, to fix and determine pierhead and bulkhead lines in waters within the
territorial limits of the city of Norfolk, in which the Federal government. ¢ does
not exercise jurisdiction. [S B 81}

1. Be it enacted by the general assembly of Virginia, That the city
of Norfolk, in addition to the powers conferred upon it by its charter
and by acts amendatory thereof, shall be empowered to fix and deter-
mine proper pierhead lines and bulkhead lines in all such rivers, creeks,
bays and estuaries within the territorial limits of the city of Norfolk
in which the government of the United States of America has not
established such lines; and the said city of Norfolk is further empowered
to enforce the power granted by this act by proper penalties.
The words “‘pierhead lines” and “bulkhead lines” shall be given
the same meanings, limitations, and definitions that are given them
by the engineers of the United States war department in their.rules and
regulations governing rivers, harbors and navigable waters.
2. An emergency existing, this act shall be enforced from and after
its passage.
