Out of this sum of four hundred and forty thousand dollars
segregated to the establishment and maintenance of rural ele-
mentary schools, the State Board of Education may use not
exceeding twenty thousand dollars for the establishment and

as the State Board of Education may deem wise and proper,
and an amount not exceeding five thousand dollars for training
and caring for blind children under eight years of age, or who
are not eligible to enter the State schools for the blind. Any
unused balance of this sum to revert to and become a part of
the elementary fund.
It is provided that the entire monies in this whole appro-
priation of one million one hundred and twenty-two thousand
three hundred dollars, except as otherwise provided, shall be
apportioned by the State Board of Education as prescribed by
the Constitution of Virginia to the public free schools of the
several counties and cities of the Commonwealth; provided
further that the said State Board of Education shall not ap-
portion any of the said fund to any county or city unless said
county or city pay out of local funds at least twenty per centum
of the teachers’ salaries in the said county or city; and pro-
vided further that in exceptional cases the State Board of Ed-
ucation may except from this rule a county which is unable to
pay more than ten per centum of the teachers’ salaries.
It is further provided that out of thig appropriation of one
million one hundred and twenty-two thousand three hundred

This appropriation is made upon the condition that the
University of Virginia shall give instruction to properly pre-
pared white students who are citizens of the State of Virginia,
in accordance with the provisions of sec. 819 of the Code of
Virginia (1919); with the proviso that there shall be no charge
for tuition or university fee in the academic department or the
department of education of more than forty ($40) dollars.
This fee shall entitle the student, without additional charge, to
the use of the libraries; to the privileges of the gymnasium, with
baths, private lockers, etc., and the advice and aid of the
physical training staff and to free medical attendance by the
university physician in case of illness. It also covers all reg-
ular registration, examination and diploma fees.

rants heretofore issued by said board; to repeal an act entitled an act to author-
ize the board of supervisors of Henry county to borrow the sum of $50,000.00
to be used for the construction and permanent improvement of roads and
bridges in said county under the supervision of the State highway commissioner
or the board of supervisors of said county and to provide for the payment of
same and to provide for the retirement of any notes or bonds which may have
been issued by said board pursuant to acts of the general assembly, approved
March 9, 1918, and March 14, 1918, and to repeal all acts and parts of acts in-
consistent with this act, approved September 5, 1919; and to provide that no
bank, person, firm or corporation in the county of Henry shall hereafter re-
ceive any interest on any loan made to the board of supervisors of the county
of Henry unless such loan shall have been authorized by the general assembly.

Approved March 14, 1924.
1. Be it enacted by the general assembly of Virginia, That the
ard of supervisors of the county of Henry be, and it is hereby, author-
d and empowered to borrow one hundred thousand dollars, and to
cute bonds or notes for the same. Said bonds or notes shall be
cuted by the chairman of said board and attested by the clerk thereof
d shall not be sold for less than their par value, and shall run serially
m one to ten years in amounts to be designated by the said board, and
11 bear interest at a rate not exceeding six per centum per annum,
d at maturity shall be paid out of the general county levy. Said
mney shall be used for the retirement or payment of any notes, bonds,
warrants which have been heretofore issued by said board.
2. An act entitled an act to authorize the board of supervisors of
Henry county to borrow the sum of fifty thousand dollars to be used for
the construction and permanent improvement of roads and bridges in
said county under the supervision of the State highway commissioner
or the board of supervisors of said county and to provide for the pay-
ment of same and to provide for the retirement of any notes or bonds
which may have been issued by said board pursuant to acts of the
general assembly, approved March ninth, nineteen hundred and eight-
een, and March fourteenth, nineteen hundred and eighteen, and to
repeal all acts and parts of acts inconsistent with this act, approved
September fifth, nineteen hundred and nineteen, is hereby repealed.
3. No bank, person, firm or corporation shall hereafter receive
any interest on any loan made to the board of supervisors of the county
of Henry, unless such loan shall have been authorized by the general
assembly.
4. All acts and parts of acts inconsistent with this act are hereby
repealed to the extent of such inconsistency.
5. An emergency existing, this act shall be in force from its passage.
