Chap. 15.—An ACT to amend and re-enact sections 939, 940, 942, 943, 945 and
946 of the Code of Virginia of 1919. [S B 121]

1. Be it enacted by the general assembly of Virginia, That sections
nine hundred and thirty-nine, nine hundred and forty, nine hundred and
forty-two, nine hundred and forty-three, nine hundred and forty-five
and nine hundred and forty-six of the Code of Virginia of nineteen
piunicined and nineteen, be amended and re-enacted so as to read as fol-

Section 939. The State normal schools for women continued.—
The State normal schools for the training and education of white female
teachers for public schools established at Farmville, in the county of
Prince Edward, at Harrisonburg, in the county of Rockingham, at
Fredericksburg, in the county of Spotsylvania; and at Radford, in the
county of Montgomery, shall be continued as now provided by law, and
under the supervision and management and government of the board of
the Virginia teachers colleges as provided for in this chapter.
Section 940. Virginia normal school board continued.—The board
of visitors for the State normal schools for white women of Virginia is
continued and shall be and remain a corporation known as the ‘‘board
of the Virginia teachers colleges.”’
Section 942. Property rights of board; names of institutions.—
The said board shall succeed to all the property, property rights, duties,
contracts and agreements formerly controlled by and vested in the board
of trustees of the State female normal school for women at Farmville,
the State normal and industrial school for women at Harrisonburg, the
State normal and industrial school for women at Fredericksburg, and
the State normal and industrial school for women at Radford and the
Virginia normal school board. The State female normal school at
Farmville shall hereafter be called ‘‘the State teachers college at
Farmville.” The State normal and industrial school for women at
Harrisonburg shall hereafter be called ‘‘the State teachers college at
Harrisonburg.’’ The State normal and industrial school for women at
Fredericksburg shall hereafter be called ‘‘the State teachers college at
Fredericksburg.’’ The State normal and industrial school for women at
Radford shall hereafter be called ‘‘the State teachers college at
Radford.”’
Section 948. Authority of board to control; to prevent duplication
of work.—The board of the Virginia teachers colleges shall have full
authority to manage and control the four said State institutions of
learning, located at Farmville, Harrisonburg, Fredericksburg, and Rad-
ford, respectively. The said board shall safeguard the State funds of
the said schools and distribute all appropriations by the State in a care-
ful and economical manner, and shall appoint, subject to the limitations
of its funds and appropriations made by the State, such officers, teach-
ers and employees as it may deem necessary and may remove any one
of them at any time for cause. )
It shall be the duty of the said board to prevent, as far as practicable,
unnecessary duplication of work in said schools, to provide for the cor-
relation of the work of said schools with each other and with the primary
and grammar grades and high schools of the State. It shall have the
power to grant certificates of graduation; and to confer appropriate
degrees in education upon students completing courses in the institu-
tions under their charge. It shall fix the necessary entrance require-
ments and courses of study, and shall provide proper facilities for carry-
ing on the work of the said schools.
Section 945. Number of pupils each county and city may send
free.—Each county and city in the State shall be entitled to one pupil,
and one for each additional representative in the house of delegates
above one, in each of the State teachers colleges for white women, who
shall receive gratuitous instruction. The board shall prescribe rules
for the selection of such pupils and for their examination, and shall
require each pupil selected to give satisfactory evidence of an intention
to teach in the public schools of the State for at least two years after
leaving the said school.
Section 946. Annual appropriations.—For the support of the State
teachers colleges there shall be paid out of the public treasury, from
time to time, such sums as may be appropriated therefor by the general
assembly, to pay incidental expenses, the salaries of officers and teach-
ers, and to maintain the efficiency of the schools; but the Common-
wealth shall not in any instance be responsible for any debt contracted
or expenditure made by the institutions in excess of the appropriations
made.
By reason of the confusion which may arise in the appropriation for
the support of the institutions affected by this act, unless this act be
put into force and effect at once, an emergency is hereby declared to
exist and this act shall go into force and effect, from the date of its
passage.
