Approved March 14, 1924.
1. Be it enacted by the general assembly of Virginia, That the
council of the town of Virginia Beach, Princess Anne county, Virginia,
be, and it is hereby, authorized and empowered to borrow money in
an amount not exceeding the sum of eighty-five thousand ($85,000.00)
dollars, for the purpose of general improvements within said town, and

time, in such denominations, payable at such time or times, and in such
form as the council may determine. Said bonds shall be signed on be-
half of the town by the mayor and attested by the clerk or recorder of
the town, and shall bear interest at a rate not exceeding six per centum
per annum, and may be negotiated or sold in such manner and on such
terms as may be prescribed by the council.
2. This act shall not be construed to take from the said town of
Virginia Beach the right to issue bonds under the general laws for the
issuance of bonds by towns.
3. In view of the fact that the said town of Virginia Beach is in
need of improvements at once, an emergency is declared and this act
shall be in force from its passage.
