Chap. 103.—An ACT to regulate the duties of the board of supervisors of Scott
county, Virginia, and directing them to publish amount of funds received and
expended by them and fixing a penalty for their failure todo so. [HB 105}

1. Be it enacted by the general assembly of Virginia, That it shall
be the duty of the board of supervisors of Scott county, Virginia, to keep
or cause to be kept a complete and accurate account of all money which
is subject to their order, which is used in any way through and by them,
and keep or cause to be kept an accurate account of all claims allowed
and paid out by them and keep or cause to be kept an accurate account
of all disbursements made through and by them of all State, county and
district funds and all other funds in any way handled by them.
2. The said board of supervisors of Scott county, Virginia, shall
publish or cause to be published, a full and complete statement of all
their transactions, receipts and disbursements, every six months begin-
ning June first, nineteen hundred and twenty-four, and every six months
thereafter, in the paper printed in Scott county, Virginia, and they shall
post a copy of same at the front door of the courthouse, and any failure
on the part of the said board of supervisors of Scott county, Virginia, to
do this within ten days after the above dates mentioned, shall subject
each delinquent member to a fine of not less than one hundred dollars.

ply with this statute.
3. The said board of supervisors of Scott county, Virginia, shall
keep the graded roads of said county up by letting same to contract to
the lowest responsible bidder or bidders in the county or various magis-
terial districts, and they shall see that these roads are kept up in good
repair according to contract and specifications entered into between said
board and said contractor. If no bids are submitted as above provided,
the said graded roads shall be maintained in the manner provided by
general law.
4. That all State aid road funds and all gasoline tax shall be divided
by said board of supervisors and spent by them, according to mileage of
graded roads in the various magisterial districts, and any failure to do
this by said board of supervisors of Scott county, Virginia, shall subject
each delinquent member to a fine of not less than one nor more than
three hundred dollars.
5. After the funds have been allocated to the respective districts,
they may be spent on the roads in such districts according to their rela-
tive importance in the discretion of the board of supervisors.
