CHAP. 60.—An ACT to authorize the county school board of James City
county to borrow money and to issue bonds therefor, for the purpose
of paying local indebtedness, for general equipment for the improve-
ments, addition and erection of school buildings and to provide for
means of transportation, and providing for the submission of the
issuance of bonds for these purposes to the qualified voters of the said
county. ; [fH B 64]

1. Be it enacted by the general assembly of Virginia, That
the county school board of James City county be authorized and
empowered to borrow money not to exceed the sum of sixty
thousand ($60,000.00) dollars, and to issue bonds therefor, to
be issued and sold in the manner hereinafter provided.
2. Such bonds shall be sold at not less than par and bear
interest at a rate not exceeding six per centum per annum, anc
shall be payable not more than twenty (20) years after date, and
shall be in denominations of five hundred ($500.00) dollars each
with semi-annual interest bearing coupons attached.
. The proceeds of the sale of the bonds hereby authorized
shall be applied by and under the direction of the county school
board of James City county for the following purposes and no
other:
(a) The sum of sixteen thousand ($16,000.00) dollars, or
as much as may be necessary not exceeding sixteen thousand
($16,000.00) dollars, shall be spent by said school board in the
liquidation and discharge of the unsecured indebtedness incurred
by the district. school boards of Jamestown, Stonehouse and
Powhatan districts; or any of them, or the successor of any of
them, prior to the passage of this act, but no part thereof shall
be used for the purpose of paying the present school bonded in-
debtedness.
(b) The sum of five thousand ($5,000.00) dollars, or so
much thereof as may be necessary not exceeding five thousand
($5,000.00) dollars, for the purpose of equipping the present
school buildings as well as for general equipment purposes for
additional school buildings authorized by this act.
(c) The sum of four thousand ($4,000.00) dollars, or so
much thereof as may be necessary, not exceeding four thousand
($4,000.00), for the purpose of constructing a colored school
building in the county of James City at a place to be determined
by the said school board, and to provide additions to present
colored school buildings and means of transportation of children
to the same.
(d) The sum of thirty-five thousand ($35,000.00) dollars,
for improvements on and additions to white school buildings
throughout the county of James City.
4. That in making sale of the bonds that shall be issued in
accordance with this act, the said school board shall provide for
the payment of the accruing interest and also for the principal
of said bonds, in such manner and by such means as it shall
deem necessary, and all the school property of James City
county shall be pledged for the payment of the principal and
interest thereof.
5. That after the adoption of this act the county school
board of James City county shall present a written petition to
the circuit court of the city of Williamsburg and county of
James City, or to its judge in vacation, setting forth the resolu-
tion of the said school board for the issuance of such amount of
bonds as herein authorized for any one or more, or all of the
purposes herein authorized, and upon the presentation of such
petition the said court or judge as the case may be, shall order
a special election to be held at least thirty (30) days after the
entry of such order for the purpose of submitting to the
qualified voters of James City county the question of the issu-
ance of bonds in accordance with the petition so presented as
aforesaid, which election shall be held as other special elections
are held and conducted. And in the event a majority of the
persons voting at such election shall be in favor of such pro-
posed bond issue as to any one or more of the said purposes
voted upon, the said county school board of James City county
Shall be duly authorized to issue and sell such bonds, permitted
under this act, as shall have been authorized at such election.
6. The necessity of raising money for the purposes herein-
before set forth creating an emergency, this act shall be in force
from its passage.
