Chap. 134.—An ACT to validate an ordinance and other acts and pro-
ceedings of the city of Norfolk relating to the issuance of certain
bonds, and to provide for the issuance and payment of said bonds and
for the application of the proceeds of the sale thereof. [S B 89]
Approved March 29, 1923.
1. Be it enacted by the general assembly of Virginia, That
the ordinance passed by the council of the city of Norfolk in
March, nineteen hundred and twenty-three, authorizing the
issuance of bonds (to be known as public improvement bonds)
for the purpose, among others, of making certain payments
pursuant to an order entered in the circuit court of Norfolk
county in proceedings for the annexation of territory of Nor-
folk county by the city of Norfolk, be, and it hereby is validated.
All acts and proceedings done or taken by the city of Norfolk
or by an officer or official board of said city pursuant to the said
ordinance are also hereby validated. The officers authorized by
the said ordinance to execute, issue and sell the said bonds are
hereby authorized so to do. The said bonds when issued shall
constitute valid and binding general obligations of the said city,
and shall be paid by taxation as provided in the said ordinance
and in section eighty-six of the Norfolk charter of nineteen
hundred and eighteen. The proceeds of the sale of the said
bonds shall be expended in accordance with the terms of the
said ordinance.
2. An emergency existing by reason of the fact that the
proceds of the sale of the said bonds are immediately needed
by the city of Norfolk, this act shall be in force from its passage.
