Chap. 487.—An ACT to provide for a commission to study the condition of the
blind in the State of Virginia, to ascertain their number, both infant and
adult, so far as practicable, and the provision made under existing law for
their educational and vocational training and assistance, and to report its
findings to the next general assembly, together with such recommendations
for the revision of existing laws and the enactment of new laws as will best
promote their interests, and to make appropriation for the costs of said
commission. [H B 177]

1. Beit enacted by the general assembly of Virginia, That a com-
mission consisting of one member of the house of delegates, to be
named by the speaker, one member of the senate, to be named by the
president thereof, and one person who shall be a blind’ person, and
who shall be familiar with the work among the blind of the State, to
be named by the governor.
2, The said commission shall make a thorough study of existing
laws concerning the blind, the number of infant and adult blind in the
State, so far as practicable, the present provision made for their educa-
tional and vocational training and assistance, and a comparison of
such progressive systems of education and vocational training and as-
sistance to the blind as will enable said commission to make practical
and suitable recommendations to the members-elect of the next gen-
eral assembly, and in its work said commission may employ expert and
clerical help. The said commission shall submit to the general assem-
bly at least sixty days before the convening thereof for its approval
at its next session a report of its findings and recommendations.
3. The members of said commission shall serve without compen-
sation, except that they shall receive their necessary traveling expenses.
4. For the purpose of paying the necessary expenses of the com-
mission aforesaid, and to carry the provisions of this act into effect,
the sum of twenty-five hundred dollars, or so much thereof as may
be necessary, is hereby appropriated out of any moneys in the treas-
ury not otherwise appropriated, to be paid by the treasurer of Virginia
on the warrants of the auditor of public accounts, issued upon the
vouchers of the chairman of said commission, countersigned by its
secretary.
