Chap. 479.—An ACT to amend and re-enact an act entitled an act to provide
for the acceptance of the conditions of the Federal act commonly called
the Smith-Hughes bill (Public No. 347, 64th congress), and authorizing
the State board of education to act as a State board of vocational education
for the Commonwealth, and authorizing the treasurer of the State of Vir-
ginia to act as custodian of such funds as may be received from the Federa
government, and to pay the same out on warrant drawn by the State board
of education, and authorizing the State board of education to establish ;
department of vocational education, and appropriating money therefor. ar-

1. Be it enacted by the general assembly of Virginia, That an ac
entitled an act to provide for the acceptance of the conditions of th
Federal act commonly called the Smith-Hughes bill (Public No. 347
64th Congress), and authorizing the State board of education to ac
as a State board of vocational education for the Commonwealth, an
authorizing the treasurer of the State of Virginia to act as custodia
of such funds as may be received from the Federal government, an
to pay the same out on warrant drawn by the State board of educatior
and authorizing the State board of education to establish a departmen
of vocational education, and appropriating money therefor, approve
February 23, 1918, be amended and re-enacted so as to read as follows
Whereas, an act of Congress (Public No. 347, sixty-fourth Con
gress), title of which act reads as follows: An act to provide for th
promotion of vocational education; to provide for co-operation wit!
the States in the promotion of such education in agriculture, in th
trades and industries; to provide for co-operation with the States 11
the preparation of teachers of vocational subjects ; and to appropriat
money and regulate its expenditure, was approved February twenty
third, nineteen hundred and seventeen; and,
Whereas, under the terms of the act, the provisions of said ac
have been accepted by proclamation of the governor, subject, to rati
fication by the general assembly of Virginia; and,
Whereas, the plan therein proposed for Federal aid in co-operatio:
with the State and local communities is, in the judgment of this gen
eral assembly, wise and beneficial; therefore,
Sec. 1. Be it enacted by the general assembly of Virginia, Tha
the State board of education be, and is hereby delegated to act as thi
State board of vocational education, to carry out the provisions o
said Federal act, and to co-operate with the Federal board for voca
tional education for the purposes of this act.
Sec. 2. That the treasurer of Virginia be, and is hereby, appointec
custodian for any appropriations allotted by the Federal board for th
purposes of vocational education in Virginia, and that he be, and i:
hereby, instructed to disburse said money upon warrant properly issuec
by the said State board of education.
Sec. 3. That the State board of education be, and is hereby, au
thorized to take advantage of the appropriations made by the Federa
ryovernment : °
' (a) For training of teachers or supervisors or directors of agri
-ultural subjects..
(b) For the training of the trades, home economics, and indus.
rial subjects. , "
(c) For the pay of the salaries of teachers of the trades, home
*conomics, and industrial subjects.
(d) For the pay of the salaries of teachers, supervisors or direc.

Sec. 4. That the State board of education be, and is hereby, au.
horized to provide for the proper supervision and management of
such schools as may receive the benefits of said appropriations out
»f such funds as may be at its disposal, for maintenance, supervision.
quipment or establishment of agricultural or vocational schools, in-
luding departments of home economics and trade work.
Sec. 5. That the State board of education be, and is hereby, au-
horized to establish out of such funds as are available, a department
yf vocational education for the State, the purpose of which depart-
nent shall be to study the problems of vocational education, systema-
ize the work in the State and promote and supervise the teaching of
uch subjects in the schools of the Commonwealth, as will lead to
iseful and productive employment in rural or urban communities.
Sec. 6. That for the appropriation year ending on the twenty-
ighth day of February, nineteen hundred and twenty-one, the sum of
eventy-six thousand seven hundred and thirty dollars and eighty-six
cents is hereby appropriated, and for the appropriation year ending
on the twenty-eighth day of February, nineteen hundred and twentv-
two, the sum of eighty-seven thousand five hundred and seventy-sever
dollars and seventy-two cents is hereby appropriated, said sums tc
be paid out of any money in the State treasury not otherwise appro-
priated, which sums shall, upon the request of the State board 0
education, duly filed with the auditor of public accounts, be turned
over by the auditor of public accounts to the second auditor, to be
disbursed on warrants drawn by the State board of education, such
sums of money to be used exclusively for the promotion of vocational
education in agriculture and in the trades, home economics and in-
dustries in high schools, and for the preparation of teachers of voca-
tional subjects, as provided in the said Federal act, to be expended
under rules and regulations to be adopted by the State board of
education.
The boards of supervisors in the several counties of this State.
and the councils of the several cities, may appropriate such sum or
sums of money as to them may seem proper, in their discretion, for
the establishment, equipment and maintenance of such departments of
vocational education.
