CHAP. 431.—An ACT to amend and re-enact section 11 of an act entitled an act
to incorporate the town of Banister, in the county of Halifax, approved
March 16, 1887, as heretofore amended. [S B 275]
" Approved March 23, 1920.
1. Be it enacted by the general assembly of Virginia, That section
sleven of an act entjtled an act to incorporate the town of Banister,
in the county of Halifax, approved February twenty-second, eighteen
hundred and ninety, as heretofore amended, be amended and re-enacted
so as to read as follows:
Sec. 11. To meet the expenses that may be lawfully chargeable to
the said town the council may annually levy a town levy of so much
as in its opinion may be necessary upon all taxable persons and prop-
erty resident or situate in said town not exempt from taxation by the
laws of the State; provided that a capitation tax not greater than
fifty cents per head on the male inhabitants of said town over the age
of twenty-one years may be levied each year; and provided further
that the tax so to be levied .on the real and personal property within
the said town do not exceed one dollar on the hundred dollars of the
assessed value thereof for any one year. And the county of Halifax,
through its board of supervisors, may levy a tax on the railroads,
real estate and tangible personal property in said town of Houston,
not to exceed thirty-two cents for each one hundred dollars assessed
valuation thereof, to be used’ by’said.county of Halifax in paying the
principal and interest of an issue of bonds not to exceed six hundred
thousand dollars proposed to be issued by the county of Halifax for
the purpose of improving and construction roads in said county, and
for the maintenance of the roads so constructed. Provided, however,
that the said property in said town shall not be subject to said levy
unless the issuance of said bonds be authorized as provided by law
within one year from the passage of this act; and provided, further,
that said county of Halifax shall not levy, by virtue of this act, said
‘tax at a greater rate than it levies on property of the same class tn the
districts of said county, for said purposes.
2. An emergency existing, this act shall be in force from its
passage.
