courts in cities which have, since the present Constitution went into effect,
undergone transition from cities of the second class to the first class.

1. Be it enacted by the general assembly of Virginia, That section
five thousand nine hundred and eleven of the Code of Virginia be
amended and re-enacted so as to read as follows:
Sec. 5911. The circuit court of any county, within which is situated
any city which has undergone transition from a city of the second class
to a city of the first class since the present Constitution went into
effect, shall have concurrent jurisdiction with the corporation court of
such city in all proceedings at law or in equity, except criminal prose-
cutions ; and the circuit court of such county shall constitute the circuit
court of such city.
