Chap. 344.—An ACT to provide for the conveyance by the Negro Reformatory
Association of Virginia of its property, real and personal, located in the
county of Hanover, to the State of Virginia, that the State may assume
control, operation and management of the same in accordance with the
provisions of the charter of said association. [S B 28]

Whereas, the Negro Reformatory Association of Virginia, created
under the laws of the State of Virginia, has established and main-
tained at Hanover, Virginia, since the year 1898, the Virginia Manual
Labor School for the reformation of delinquent colored boys under
the age of seventeen years; and
Whereas, since the year nineteen hundred the general assembly has
been, from time ‘to time, making direct appropriations for the equip-
ment, improvement and operation of said school; and
Whereas, the Commonwealth, by said appropriations has sub-
stantially aided said institution, and is being called upon for still
further aid to it; and
Whereas, it is deemed advisable and expedient that such institu-
tion should be under State control, operation and management ; and
Whereas, the Negro Reformatory Association of Virginia will
probably be desirous in the near future of conveying to the State of
Virginia all its property, consisting of real estate, situated in the
said county of Hanover, together with the improvements thereon and
also to convey by deed of conveyance, duly recorded, all its personal

property located on said real estate, consisting of stock, farming im-
plements, vehicles, household and kitchen furniture, etc., on condition
that the State of Virginia shall take said school under its control and
conduct the same in accordance with the purposes of the charter of
said school; now, therefore,
1. Be it enacted by the general assembly of Virginia, That if
upon the examination of the title of the real estate of the said school,
the said title shall be approved by the attorney general of Virginia,
and upon conveyance by the said Negro Reformatory Association
of Virginia by deed duly executed and acknowledged for record, and
approved by the attorney general of Virginia, of its property, real
and personal, located as aforesaid, to the Commonwealth of Virginia,
the Commonwealth will take possession and control of the said school
and conduct the same in accordance with the purposes of the charter
of said association. _
2. Upon the Commonwealth assuming control of the said Vir-
ginia Manual Labor School for colored boys, it shall, after the con-
veyance hereinbefore mentioned, be governed by a board of directors
of not less than five members, to be appointed by the governor,
subject to confirmation by the senate, and whose term of office shall
conform, as near as may be, to the terms of directors of State hospitals.
3. The conveyance of said Virginia Manual Labor School for
colored boys to the Commonwealth of Virginia, as aforesaid, shall
not work a release or discharge of any minor lawfully committed to
the said Negro Reformatory Association of Virginia and detained
therein, but all commitments made before the date of the said con-
veyance shall remain as valid as if the conveyance had not been made.
After said conveyance, colored boys may be committed to the Virginia
Manual Labor School for colored boys for the same reasons and
with the same effect as they may now be committed to the Negro
Reformatory Association of Virginia.
4. An emergency existing, this act shall be in force from its
passage.
