Chap. 330.—An ACT to amend and re-enact section 3 of an act entitled an act
to incorporate the town of Louisa, in Louisa county, approved March
8, 1873. ; [S B 192}

1. Be it enacted by the general assembly of Virginia, That sec-
tion three of an act entitled an act to incorporate the town of Louisa.
in Louisa county, approved March eighth, eighteen hundred and
seventy-three be amended and re-enacted so as to read as follows:
Sec. 3. The officers of said town shall consist of a mayor and
of not less than three nor more than nine trustees who shall constt-
tute and compose the town council, a majority of whom shall consti-
tute a quorum for the transaction of business, and the following per-
sons shall constitute the present officers of the town: G. H. Johnson,
mayor; B. V. Boxley, H. Q. Dickinson, P. B. Porter, J. P. Donnally,
W. W. Smith, Jr., and Jno. Q. Rhodes, Jr., councilmen; to hold office
until their successors are elected and qualified as hereinafter provided.
The board of trustees or council shall have power to pass all by-laws
and ordinances for the government of the town that may be deemed
proper, not in conflict with the Constitution of Virginia or of the
United States; and also to provide for keeping the streets in order,
opening new streets, grading and paving the same and making other
necessary improvement for which purpose they may levy such tax
as they may deem proper on all real and tangible personal property
in said town not exceeding seventy-five cents on the hundred dollars,
and on all avocations, professions or business as are now subject to
taxation by the localities under revenue laws of this State.
2. An emergency existing, this act shall be in force from its
passage.
