Chap. 295.—An ACT to amend and re-enact section 3716 of the Code of Vir-
ginia. (H B 167]

1. Be it enacted by the general assembly of Virginia, That section
thirty-seven hundred and sixteen of the Code of Virginia be, and the
same is hereby, amended and re-enacted so as to read as follows:
Sec. 3716. Powers of the commission.—The commission shall
have power and authority to require, by its rules, regulations, and re-
quirements, all corporations chartered under the laws of this State,
and all foreign corporations doing business in this State, and all per-
sons, partnerships and associations exercising and performing the
functions of public service corporations as defined in section thirty-
eight hundred and eighty-one of the Code of Virginia, to perform
and discharge any public duty or requirement imposed upon such
corporations, persons, partnerships and associations by the Constitu-
tion, or by law, and may require all such corporations, persons, part-
nerships and associations to furnish such reports to the commission
as may be provided by the Constitution, or by law, and the commis-
sion may enforce against any such corporation, person, partnership
and association, by its judgments and processes, any fine or other
penalty imposed by law for the failure of any such corporation, per-
son, partnership and association to perform any public duty required
of it or them, or to comply with any requirements of law, or any
lawful regulation of the commission in reference to the same, and
whenever no fine or other penalty is specifically imposed by statute
for failure on the part of such corporation, person, partnership and
association to perform any public duty required of it or them, or to
comply with any requirement of law or any lawful rule or regulation
of the commission, the commission may impose a fine of not exceed-
ing five hundred dollars upon such corporation, person, partnership
and association to be collected by its processes as in other cases.
The commission may require the establishment by transportation com-
panies of separate waiting-rooms at all stations, wharves, or land-
ings for the white and colored races.
