Chap. 269.—An ACT to provide for the appointment of a commission on the
fee system in Virginia, and to prescribe the powers and duties of said com-
mission. [H B 170)
Approved March 19, 1920.
1. Be it enacted by the general assembly of Virginia, That there
shall be appointed a commission on the fee system in Virginia, which
commission shall have the powers and duties hereinafter prescribed.
2. The said commission shall consist of five members to be ap-
pointed as follows: Two by the president of the senate from among
the membership of the senate; three by the speaker of the house of
delegates from among the membership of the house. The members of
the commission shall name one of its number chairman and another
secretary.
3. The commission aforesaid shall investigate and study the opera-
tion of the fee system of compensating public officers in Virginia and
on the basis of such investigation and study, make recommendations
on the subject to the general assembly at its session of nineteen hun-
dred and twenty-two. The commission shall consider the various
phases of the question and shall also submit to the general assembly
its opinion whether or not the fee system should be abolished. If it
be of opinion that the said system should be abolished, it shall further
recommend such legislation as, in its opinion, will, if enacted, place
all public officers ‘on a just and equitable salary basis.
' 4, The members of the commission on the fee system in Virginia
shall receive no compensation for serving thereon, but shall be entitled
to be reimbursed for their actual traveling and hotel expenses severally
incurred in attending meetings of the commission, the same to be paid
on warrants of the auditor of public accounts issued on certificates
signed by the chairman and countersigned by the secretary of said
commission. For the purposes aforesaid there is hereby appropriated,
out of any moneys in the treasury not otherwise appropriated, the sum
of seven hundred and fifty dollars.
