Chap. 247.—An ACT to authorize the board of supervisors of Washington
county to build bridges, and to lay tax levies to pay therefor, and to issue
certificates of indebtedness in anticipation of such tax collections. [H B 289]

1. Be it enacted by the general assembly of Virginia, That it
shall be lawful for the board of supervisors of Washington county to
build bridges, or to reconstruct bridges, wherever the public necessity
may require. When the board of supervisors decide to build any such
bridge or bridges, they shall direct the county road superintendent,
or request the State highway commissioner, to make the necessary
surveys and locate such bridge, or bridges, and prepare plans and
specifications therefor, and make an estimate of the cost thereof, in-
cluding the cost of the approaches, and report the same to the board of
supervisors and thereupon the board of supervisors may approve such
plans and specifications and order such bridge or bridges to be con-
structed. If any such bridge be upon a county road, the cost thereof
shall be paid by the county, or if the same be upon a district road,
the cost thereof shall be paid by such district, or if the same be across
a stream forming the district line between two districts, the cost
thereof shall be paid equally by such districts. And the board of
supervisors may lay a county or district levy, as the case may be,
to pay for the cost of building any such bridge or bridges. And the
board of supervisors may issue certificates of indebtedness for a part
or the whole amount of the cost of building any such bridge or bridges,
and the approaches thereto, payable in equal annual instalments to
run over a period not exceeding five years, and bearing interest at the
rate of six per centum per annum payable either annually or at
maturity as the said board may determine in the order directing the
issuance thereof, and such certificates shall state upon their face for
what bridge or bridges they gre issued, and out of what county or
district levy they shall be paid, and the terms of their payment.
