Chap. 170.—An ACT to amend and re-enact sub-section 14 ot section 9, chapte
133, of the acts of the general assembly, approved March 13, 1918, entitle
an act to amend and re-enact all acts creating and amending the charte:

1. Be it enacted by the general assembly of Virginia, That sub
section fourteen of section nine of the charter of the city of Lynch
burg be amended and re-enacted so as to read as follows:
Sec. 9 (14). To grant aid to military companies and to contribut
to the support of a. band, maintained within the city, to association:
for the advancement of agriculture or the mechanic arts, to scientific
literary, educational or benevolent organization or institution and tc
public libraries, provided such action is not prohibited by the Consti-
tution of the State, and that all such societies, organizations or institu-
tions be located in or near the city, and provided further that no appro-
priation for any such purposes shall be made, nor shall aid be other-
wise granted through exemption from charge for use of water or
light furnished by the city or through the extension of water or light
facilities or otherwise, either with or without charge, beyond the city
limits, unless two-thirds of all the members elected to each branch of
the council vote therefor.
