CHAP. 88.—An ACT to appropriate a sum sufficient to pay an increase of
ten percentum to all state employees at the seat of government, based
on the aggregate amount of salaries or wages drawn, or to be drawn,
‘by them, respectively, from September 1, 1919, to F cbruary Z eat

Whereas, owing to the excessive prices of food and other
necessaries of life, the employees of the State at the seat of
yovernment, under existing rate of compensation, have had, and
are still having, difficulty in maintaining themselves and their
families; now therefore,
1. Be it enacted by the general assembly of Virginia, That
avery employee of the State government, now. in its service at
the seat of government, be, and is hereby, granted an increasé of
ten percentum of the aggregate amount of the salary or wages to
oe drawn by said employees, from September first, nineteen hun-
lred and nineteen, to February twenty-ninth, nineteen hundred
and twenty. said increase to be paid in the manner hereinafter
orovided—that is to say: On the proper voucher of the head of
ris or her department, drawn on the auditor of public accounts,
en per centum of the aggregate of the salary of such emvlovee
from September 1, 1919 to February 29, 1920: provided, that
»mployees of those departments who are now paid out of funds
of, or to the credit of their departments, particularly set aside
or created by statute, shall receive the said increase out of the
said funds and not out of the general treasury, the same to he
paid at the same times that other employees receive their in-
creases under this act, and in the same manner as the regular
salaries or wages of the employees of such departments are now
paid; but if any of the particular funds mentioned in this pro-
viso be found insufficient to permit the payment of the increase
aforesaid, then to that extent the same shall be paid out of the
sum appropriated by section four of this act.
2. This act shall not apply to any person who has been or
is engaged in any special or temporary work for the State, but
shall be construed to apply only to permanent employees; and
the word “employees,” as used in this act, shall be construed to
include all persons in the service of the State at the seat of gov-
ernment, other than heads of the various departments and agen-
cies of the State government.
In order to carry the provisions of this act into effect,
there is hereby appropriated, out of any funds in the treasury
net otherwise appropriated, a sum sufficient.
