CHAP. 66.—An ACT to appropriate ten thousand dollars to the State board
of health to enable it to carry on extension work in co-operation with
the United States government. , [H B 86]

Whereas, the United States government is allotting the sum
of fifteen thousand dollars to be expended in improving health
conditions among the people of this State under plans formulated
by the State board of health, and is placing at the disposal of
said board the full-time services of three commissioned medical
officers to assist in conducting the work; and,
Whereas, under the arrangement aforesaid, the said board is
engaged in securing much-needed sanitary improvements in the
rural sections of the State and in reducing the incidence of the
filth-borne diseases such as typhoid fever, dysentery, hookworm,
and like; and, ,
Whereas, during this period of co-operation with the federal
government the State board of health can secure far greater
results for the expenditure of a given sum of money than at any
other time; now, therefore,
1. Be it enacted by the general assembly of Virginia, That
the sum of ten thousand dollars be, and the same is hereby, ap-
propriated to the State board of health, out of any moneys in
the treasury not otherwise appropriated, in order to enable said
board to extend its work in improving health conditions in the
rural sections, thereby reducing needless suffering and loss of
life from preventable diseases. Be it provided, however, that
each community in which such work is carried on shall bear at
least one-half of the cost thereof, and that the State, out of this
appropriation, shal] bear the other half.
Inasmuch as this act affects the public health, an emer-
gency is declared to exist, and the same shall take effect from
its passage.
