CHAP. 52.—An ACT to appropriate the sum of $800,000 to supplement any
appropriation heretofore or hereafter made to carry out the provisions
of an act entitled an act to amend and re-enact an act entitled an act
to provide for State money aid in addition to convict labor, for the
improvement of public roads, approved February 25, 1908, as amended
and re-enacted by an act approved February 25, 1910, as further
amended and re-enacted by an act approved February 29, 1916, ap-
proved March 27, 1918. [S B 54]

1 Be it enacted by the general assembly of Virginia, That
there be, and is hereby, appropriated, out of any moneys in: the
treasury not otherwise appropriated, the sum of four hundred
thousand dollars to be payable within twelve months after the
passage of this act, as the condition of the treasury in the dis-
cretion of the auditor of public accounts will permit, and a like
sum, to be payable within twenty-four months after the pas-
sage of this act, under similar restrictions, for the purpose of
supplementing any appropriation heretofore or hereafter made
to carry out the provisions of an act entitled an act to amend
and re-enact an act entitled an act to provide for State money
aid, in addition to convict labor, for the improvement of public
roads, approved February twenty-fifth, nineteen hundred and
eight, as amended and re-enacted by an act approved Febru-
ary twenty-fifth, nineteen hundred and ten, as further amended
and re-enacted by an act approved February twenty-ninth, nine-
teen hundred and sixteen, approved March twenty-seventh, nine-
teen hundred and eighteen, provided that in disbursements made
by the auditor, priority shall be given to the emergency appro-
priations for State hospitals for the insane and State colony
for epileptics and feeble-minded at this extra session of the
general assembly over the appropriation made by this act.
