Chap. 36.—An ACT to appropriate the sum of $25,350.00 to the virginia
normal and industrial institute at Petersburg. [H B 78]
Approved September 5, 1919.
1. Be it enacted by the general assembly of Virginia, That
the sum of twenty-five thousand three hundred and fifty dollars
be, and the same is hereby, appropriated, out of any moneys in
the treasury not otherwise appropriated, to the Virginia nor-
mal and industrial institute, at Petersburg, to expire at the end
of the current appropriation year, February twenty-ninth, nine-
teen hundred and twenty, for the following purposes, to-wit:
To pay indebtedness outstanding as of August first,
nineteen hundred and nineteen ............... $ 9,350 00
To make necessary repairs and additions to main
DuUlding ..... ccc cee cee cece cece eee cee eeees 16,000 00
2. The sum hereby appropriated shall be payable as soon as
the condition of the treasury, in the discretion of the auditor
of public accounts, will permit. .
3. The appropriation made by this act may not only be used
for the specific purposes set out above, but authority is hereby
given to the board of visitors of said institution to transfer within
the institution the said appropriation from the object for which
especially appropriated to some other object deemed more nec-
essary in view of later developments, subject, however, in every
case, to the approval of the governor first obtained.
4. An emergency existing by reason of the urgent need of
the funds hereby appropriated, this act shall be in force from
its passage.
