Chap. 34.—An ACT to appropriate the sum of $21,113.54 to the Virginia
penitentiary to supplement an appropriation made by an act entitled
an act to regulate the treatment, handling and work of prisoners
sentenced to the State penitentiary, and to appropriate funds therefor,
approved March 16, 1918, fH B 79

Whereas, under an act approved March sixteenth, nineteen
hundred and eighteen, entited ‘‘an act to regulate the treatment,
handling and work of prisoners sentenced to the State peniten-
tiary, and to appropriate funds therefor,” there was made. for
the purpose of carrying out the provisions of the said act with
reference to per diem allowances to convicts, an appropriation
of twenty-five thousand dollars for each of the appropriation
years ending February twenty-eighth, nineteen hundred and
nineteen, and February twenty-ninth, nineteen hundred and
twenty; and,
Whereas, in order to carry out the said provisions of the act
of March sixteenth, nineteen hundred and eighteen, an addi-
tional appropriation is necessary; now, therefore,
1. Be it enacted by the general assembly of Virginia, That
there be, and is hereby, appropriated out of any funds in the
treasury, not otherwise appropriated, to the State penitentiary
the sum. of twenty-one thousand one hundred and thirteen dol-
lars and fifty-four cents for the purpose of supplementing the
appropriation aforesaid, made by the act approved March six-
teenth, nineteen hundred and eighteen. ro,
2. It being highly important that the appropriation here-
by made should be available as soon as practicable, an emer-
gency 1s declared to exist, and this act shall be in force from its
passage.
