and abutting a city with a population of 30,000 or more inhabitants, as
shown by the United States census, the power to install and maintain
proper lights on the streets and highways in the villages and build up
portions of such counties, and to pay for the same out of the county

1. Be it enacted by the general assembly of Virginia, That the
