Chap. 351.—An ACT to provided for the conveyance by the Prison Association
of Virginia of the Laurel Industrial School, its property, real and per-
sonal, located in the county of Henrico, to the State of Virginia; that the
State will assume control, operation and management of the same in
accordance with the charter of the said association. ([S B 168]

Whereas, the Prison Association of Virginia, created under the
laws of the State of Virginia, has established the Laurel industrial
school for the reformation of delinquent white boys between the
ages of eight and twenty-one years; and,
Whereas, since its organization the general assembly has been
making appropriations for support and equipment of said school;
an
Whereas, the Commonwealth by said appropriations has prac-
tically supported the said institution from its foundation; and,
Whereas, it is deemed advisable that such institution should be
under State control, operation and management, and the said
Prison Association of Virginia having expressed a willingness to
convey to the State of Virginia all its property, consisting of a tract
of land in the county of Henrico, containing one hundred and
seventy-five acres, more or less, with improvements thereon, and
convey to it by a deed, duly recorded, and all its personal prop-
erty located thereon, consisting of stock, farming implements,
vehicles, household and kitchen furniture, etc., on condition that
the State of Virginia shall take said school and conduct the same
accordance with the purposes of the charter of said school; there-
ore,
1. Be it enacted by the general assembly of Virginia, That
if, upon examination of the title of the real estate of the said school,
the said title shall be approved by the attorney-general of Virginia,
and upon conveyance by the said Prison Association of Virginia
by deed duly executed and acknowledged for record, and approved
by the attorney-general of its property, real and personal, afore-
sald, located as aforesaid, to the Commonwealth of Virginia; that
the State of Virginia will take possession and control of the said
home and conduct the same for the purposes set forth in the charter
of said corporation, and thereafter operate and maintain the same
as a separate State institution, or in connection with some other
State institution, or elsewhere.
2. That upon the State assuming control of the said Laurel
industrial school, it shall be governed by a board of directors of
not less than five members, to be appointed by the governor of the
State and confirmed by the senate—and whose term of office shall
conform to the terms of directors of State hospitals.
8. Nothing in this act or in the acceptance of the said deed by
the State shall be construed to prevent the sale of said property
and change of the location of the school; provided, the State shall
maintain said school until the sale of said property, and that the
proceeds of the sale of said property shall be reinvested in a school
for the purposes set forth in the charter of the Prison Association
of Virginia.
4. That the governor of Virginia and the board of directors
be, and they are hereby, authorized to make said sale and to locate
the said school elsewhere if, in their judgment, the same shall be
deemed advisable. Should the governor and board of directors
in their judgment deem it advisable to locate said school on the
property of some other State institution, then the same shall there-
after be governed by the board of officers of such institution.
