Be it enacted by the general assembly of Virginia, That the sum
of thirty-five thousand dollars be, and the same is hereby, appro-
priated to the Virginia penitentiary, out of anv monies in the treas-
ury not otherwise appropriated, to meet the deficit in maintenance
for the fiscal year ending February 28, 1918.

An emergency existing by reason of the fact that the convicts
Will otherwise suffer for the necessities of life. this act shall be in
foree from ifs passage. .
