Chap. 263.—An ACT to provide for a commission to study educational con-
ditions in Virginia and elsewhere, and to report to the next general
assembly its findings, together with recommendations for a revision of
the school laws and amendments to article IX of the Constitution, and
authorizing the State board of education to meet the expenses thereof.

Approved March 16, 1918.
1. Be it enacted by the general assembly of Virginia, That a
commission consisting of two members of the house of delegates, to
be named by the speaker, two members of the senate, to be named
by the president thereof, superintendent of public instruction and
three persons, one of whom shall be a woman and all three of
whom shall be engaged in work connected with the public fre
school system of the State, to be named by the governor, is hereb;
created.
2. The said commission shall make a thorough study of th
existing laws, conditions, and needs of the schools, and a com
parison of such progressive systems of education as will enabl
the said commission to make practical and suitable recommenda
tions to the members elect of the next general assembly. The saic
commission shal] submit to the general assembly at least sixty day:
before the convening thereof for its approval at its next session
a revision of the school laws and suggested amendments to articl
IX of the Constitution.
8. The State board of education shall provide a fund fron
the general public school fund of the State, not to exceed ten thou
sand dollars, or as much thereof as may be necessary, to pay the
necessary expenses of this commission, and to carry out the pur.
poses of this resolution, and the said commission is authorized tc
employ such expert help as it may deem necessary. Members o:
this commission shall receive for the actual time of service thei
necessary traveling expenses and six dollars per diem. All ex-
penses incurred by the commission shall be paid by the State board
of education upon vouchers signed by the chairman and secretary
of said commission.
