Chap. 207.—An ACT to authorize the board of supervisors of Warren county
to borrow the sum of ten thousand dollars, and issue bonds therefor, for
the permanent improvement and construction of certain roads in Front
Royal and South River magisterial districts of said county. [S B 355]

Be it enacted by the general assembly of Virginia, That the
board of supervisors of Warren county be, and it is, hereby author-
ized to borrow the sum of ten thousand dollars, and issue bonds
therefor, five thousand dollars of said money to be expended in the
completion of the macadam road now in course of construction
in South River magisteria] district of said county, leading from
Browntown to Bentonville, in said district, and the remaining five
thousand dollars to be expended in the permanent improvement of
the roads and streets in Front Royal magisterial district and town
of Front Royal, Virginia, as follows, to-wit:
First. Beginning at the intersection Main street and Manor
and Royal avenues, in said town, and thence over the present road
and street in a northerly direction to the bridge across the south
branch of the Shenandoah river.
Secondly. The remainder of said sum of five thousand dollars
or so much thereof as may be necessary, shall be expended in the
permanent improvement of the road and street beginning at the
intersection of Main street and Manor and Royal avenues, in said
town, thence with Main street west over the present street bed to
the Catholic Church, thence from said church in a southwesterly
direction, over the present roadbed, leading to the Norfolk and
Western depot, to the bridge across the south branch of the Shenan-
doah river, connecting the Catlett mountain road.
The said bonds when issued shall not bear interest at a rate
greater than six per centum per annum, and may be sold, without
advertisement, provided such sale or sales shall net. the county
par; or, in the discretion of said board, they may be sold in accord-
ance with the general laws now existing 1n this State on the sub-
ject. The said bonds when issued shall be signed by the chairman
of the board of supervisors of Warren county, and countersigned
by the clerk of said board, and shall be payable at such time or
times as such board may determine, not exceeding thirty years from
the date of issue.
The funds arising from the sale of the bonds hereby authorized
to be issued shall be expended, for the purposes herein indicated
and none other, and shall be so expended by such board in such
manner as to it may seem proper; that is to say, the said funds may
be expended by said board either with or without the supervision
of the State highway commission, as said board may determine.
After issuing such bonds, or any of them, when the next levy
is made or tax imposed in said county, a tax shall be levied on
all property liable to county and district tax in such magisterial
district in which the proceeds of the bonds have been or are to
be expended, including such property located or the situs of which
for taxation is, within the limts of any incorporated town situated
within such district, to pay the interest on the bonds so issued, and
to create a sinking fund to redeem the principal thereof at maturity.
In view of the fact that the roads and streets, herein referred
to, are in need of repairs; and in view of the further fact that
there is not now available a sufficient fund to complete the macadam
road Jeading from Browntown to Bentonville, in South River magis-
terial district, an emergency is declared to exist, and this act shall
be in force from its passage.
