Chap. 2.—An ACT to appropriate the sum of two thousand dollars to reim-
burse the civil contingent fund for extraordinary expenses incurred in
the rental and improvement of building used for otlices for State officials,
and to declare an emergency. [(S B 34]

_ Whereas, in order to save the State treasury large sums of money
hitherto paid out for rental of offices used by State departments for
whom there is not room in buildings on the Capitol Square. the gov-
ernor of Virgima rented the old Davis hotel at Governor and
Franklin streets, and caused it to be repaired for occupancy by State
officials in rented quarters, at a large annual saving to the Com-
monwealth, thereby reducing the risk of fire in the State Library
building, which adjoins said Davis hotel; and
Whereas, the cost of defraying this project was paid by the gov-
ernor out of the civil contingent fund to the extent of $8,669.04, and
depleting the fund to such an extent that there is now a deficit, and.
Whereas, in addition to discharging the deficit, it is advisable to
provide a sum of money for the legitimate uses of the incoming
governor from the beginning of lis term on February 1, 1918, until
the general appropriations bill has been approved; now, therefore,
1. Be it enacted by the general assembly, That the sum of two
thousand dollars, or so much thereof as may be necessary, be and
the same is hereby appropriatéd out of any money in the treasury
not otherwise appropriated to be placed to the credit of the civil
contingent fund.
2. An emergency existing because of the existence of a deficit in
this fund. this act shall be in force from: its passage.
