Chap. 37.—An ACT to validate, ratify, approve and confirm certain bonds
heretofore and hereafter issued, and elections held authorizing the issu-
ance of such bonds by Smyth county for Marion magisterial district and
St. Clair magisterial district, for the purpose of macadamizing and other-
wise permanently improving public roads or bridges of said magisterial]
districts. (S. B. 49)

Whereas, at elections held on the thirtieth day of December, nineteen
hundred and twelve, in Marion magisterial district and in St. Clan
magisterial district, of Smyth county, a majority of the qualified voters
of each district voting on the question of issuing bonds for the purpose
of macadamizing or otherwise permanently improving public roads 01
bridges of such magisterial district, voted in favor of the same anc
authorized the issuance of bonds to an amount not exceeding one hun-
dred and fifty thousand dollars for Marion magisterial district and of
bonds to an amount not exceeding seventy-five thousand dollars for St.
Clair magisterial district; and
Whereas, the board of supervisors of the county of Smythe heretofore
issued sixty thousand dollars of bonds so authorized for Marion magis-
terial district and thirty thousand dollars of bonds sd authorized for
St. Clair magisterial district; and
Whereas, the board of supervisors desire to issue the remaining amount
of bonds authorized at said election for each of said districts.
1. Be it enacted by the general assembly of Virginia, That the said
elections held in said Marion magisterial district and said St. Clair
magisterial district, of Smyth county, on December thirtieth, nineteen
hundred and twelve, be and the same are hereby validated, ratified, ap-
proved and confirmed, notwithstanding any defect or irregularity in the
calling or holding of said elections and notwithstanding said elections
may have been held less than two years after elections on the question of
the issuance of bonds for the same purpose in each of said magisterial
districts, and the said one hundred and fifty thousand dollars of bonds for
Marion magisterial district and said seventy-five thousand dollars of
bonds for St. Clair magisterial district of said Smyth county, issued and
to be issued, be, and the same are hereby validated, ratified, approved
and confirmed, and the said bonds are hereby declared to be the valid
and binding obligations of the said county of Smyth.
2. An emergency existing in that the county of Smyth is in urgent
need of funds to be derived from the sale of said bonds for the purpose
of improving public roads or bridges in said magisterial districts, this
act shall be in force from its passage.
