Chap. 133.—An ACT to direct and require the board of supervisors of
Norfolk county to advertise, issue and sell the bonds authorized by
the provisions of an act entitled an act to authorize the board of
supervisors of Norfolk county to borrow a sum not to exceed two
hundred and fifty thousand dollars, for the purpose of purchasing and
improving roads and bridges in said county, and to issue bonds there-
for, secured by deed of trust or other lien on the interest of said county
in the Norfolk county ferries; to provide for the payment of said
bonds, to create and authorize a commission to dispense the funds so
obtained, and authorize the circuit court of said county, or the judge
thereof in vacation, to appoint the members of said commission, ap-
proved February 1, 1915. (H. B. 138)

Be it enacted by the general assembly of Virginia, That the board
of supervisors of Norfolk county be, and they are hereby directed and
required to advertise and use their best efforts for the sale of the bonds
authorized by the provisions of an act entitled an act to authorize the
board of supervisors of Norfolk county to borrow a sum not to exceed
two hundred and fifty thousand dollars, for the purpose of purchasing
and improving roads. and bridges in said county, and to issue bonds
therefor, secured by deed of trust or other lien on the interest of said
county in the Norfolk county ferries; to provide for the payment of
said bonds, to create and authorize a commission to dispense the funds
so obtained, and authorize the circuit court of said county, or the judge
thereof in vacation, to appoint the members of said commission, ap-
proved February first, nineteen hundred and fifteen.
And the attorney for the Commonwealth of the said county is to
use his best efforts to expedite the sale of said bonds as authorized by
said act, and should the said board of supervisors refuse or fail to ad-
vertise the said bonds for sale, as authorized and required by said act
within ten days from the passage of this act, or to do all acts in con-
nection with the sale of said bonds as required by the act aforesaid, and
should the said attorney for the Commonwealth refuse or fail to per-
form the duties in connection with the sale of said bonds, as required
by the act, each and every official herein named who fails to perform
his duties shall be deemed guilty of neglect of duty and be subject to
removal by the circuit court of said county upon application of any
qualified voter of said county.
And the circuit court of Norfolk county is hereby given authority
by mandamus, prohibition, injunction or otherwise to enforce the pro-
visions of this act to the end that its purpose may be accomplished, the
bonds sold and funds be available for the purchase and improvement of
the roads and bridges as early as possible.
The said board of supervisors having failed to advertise the sale of
said bonds as provided in said act, and there being an urgent demand
for the funds to improve the roads and bridges in said county owing
to their almost impassable condition, an emergency is declared to exist
and this act shall be in force from its passage.
