Chap. 110.—An ACT to amend and re-enact section 1 of an act entitled an
act authorizing cities and towns to impose taxes for their purposes at
the respective rates now authorized to each of them by laws, plus an
additional rate of twenty-five cents on each one hundred dollars of as-
sessed value of such property as they are not prohibited from taxing
by general law and except upon property upon which a maximum rate
for local purposes is fixed by a general law, approved the 18th day of
February, 1915, so as to add an additional section thereto providing
an emergency clause. (S. B. 106) |

1. Be it enacted by the general assembly of Virginia, That section
one of an act approved February eleventh. nineteen hundred and fifteen,
entitled an act authorizing cities and towns to impose taxes for their
purposes at the respective rates now authorized to each of them by laws,
plus an additional rate of twenty-five cents on each one hundred dollars
of assessed value of such property as they are not prohibited from taxing
by the general law, and except upon property upon which a maximum
rate for local purposes is fixed by a general law, be amended and re-
enacted so as to read as follows, and that an additional section be added
thereto providing an emergency clause.
2. That all cities and towns of the Commonwealth be, and they are,
hereby authorized, when levying taxes for their purposes, upon property
which they care not prohibited from taxing by general law, and except
upon property upon which a maximum rate for local purposes is fixed
by general law, to impose in addition thereto, and in excess of, the
maximum rate of taxation which may now be imposed by each of them
under any existing statute, or statutes, a further and additional rate of
(not to exceed) twenty five cents upon each one hundred dollars of
assessed value of such property; provided, however, the council of any
said city or town to which territory has heretofore been annexed is hereby
authorized and shall have the right and power to impose the said addi-
tional levy or rate hereinbefore provided for, any specific limitations
prescribed in charters, annexation acts or proceedings and fixed by the
vote of the people or otherwise to the contrary notwithstanding.
3. All acts or parts of acts inconsistent herewith are hereby repealed.
4. The revenues for the current year being affected, an emergency
exists, and this act shall be in force from its passage.
