Approved March 13, 1914.
1. Be it enacted by the general assembly of Virginia, That
section eleven of an act entitled an act to provide a new charter

street tax, not exceeding fifty cents, upon each male citizen who
is over the age of twenty-one years, and to levy a tax not ex-
ceeding fifty cents on the hundred dollars worth of property for
all purposes: provided, however, that said council may impose a
further tax not exceeding one dollar on the hundred dollars worth
of property, when authorized by a two-thirds vote of all the leg-
ally qualified voters of said town.
2. On account of the apparent necessity of increasing the
levies of said town, an emergency is declared to exist, and this
act shall be in force from its passage.
