300 inhabitants per square mile, as shown by the United States census,
to bond for 18 per cent. of the a-sessed value of real estate in such

1. Be it enacted by the general assembly of Virginia, That
all counties in the State of Virginia having a population in excess
of three hundred persons per square mile, as shown by United States
census, shal] have the power to issue, for internal improvements,
bonds to the amount of eighteen percentum of the assessed values
of the real property of said counties; provided, however, that all
proposed bond issues under this act shall first be submitted to a
vote of the people for ratification, and be ratified by a majority of
the voters voting in said election before such bond issue may be
issued.
