Chap. 25.—An ACT to appoint trustees from the members of the Hollywood
Memorial Association, and to make an appropriation to enable said trus-
tees and said association to make a contract with the Hollywood Ceme-
tery Company by which the graves of the confederate dead in the
soldiers’ section in Hollywood cemetery shall be kept in ‘perpetual
care,’ and to relieve the State from further obligation in this behalf.

Whereas, the ladies of the Hollywood Memorial Association, ac-
tuated by the highest motives of patriotism, and devotion to duty,
have, ever since the close of the late civil war, kept, properly cared
for, the graves of about sixteen thousand (16,000) confederate sol-
diers buried in their section in Hollywood cemetery, at Richmond,
Virginia; and
Whereas, by reason of diminution in their ranks from death and
other causes, the members of this association have found it impossi-
ble, with their slender resources, to keep up this great and patri-
otic work, without the aid of annual appropriations therefor, made
from the treasury of the State; and
Whereas, the general assembly of Virginia, representing the
true sentiment and patriotic duty of the people of this State so to
do, has, for several years past, made appropriations from the State
treasury to aid the different memorial associations throughout the
State in caring for the graves of confederate dead in the several
cemeteries in different sections of the State, and among others has
made an annual appropriation of five hundred dollars ($500.00), to
aid the Hollywood Memorial Association in caring for the graves
of the dead confederates in their section in Hollywood cemetery at
Richmond, Virginia; and
Whereas, it is represented to this general assembly that, by mak-
ing an appropriation of eight thousand dollars ($8,000.00) to the
trustees hereinafter named, their successor or successors, these
trustees and the said Hollywood Memorial Association can secure
and make a contract with the Hollywood Cemetery Company which
will insure the keeping in “perpetual care,” the graves in their sec-
tion in Hollywood cemetery, and that, by this arrangement, the
cost to the State will be less than one-half of the present annual
appropriation, secure for all time the proper caring for said graves,
and relieve the State of any further cbligation in this behalf, now,
therefore,
Be it enacted by the general assembly of Virginia, as follows,
Viz.:
Sec. 1. That the sum of eight thousand dollars ($8,000.00) be,
and the same is, hereby appropriated out of any money in the State
treasury, not otherwise appropriated, and paid, on the warrant of
the auditor of public accounts, drawn in favor of Mrs. KE. D. Taylor,
Mrs. J. Taylor Ellyscn, Mrs. Norman V. Randolph and Mrs. J. D.
Crump, as trustees, or their successor or successors—said successor or
successors to be named by said Hollywood Memorial Association—
which sum, when so received by said trustees, shall be used by
them, their successor cr successors, acting with the said Hollywood
Memorial Association, for the purpose of securing and executing a
contract with the Hollywood Cemetery Company, binding said Hol-
lywood Cemetery Company, to keep the graves of the confederate
dead buried in the soldiers’ section in Hollywood cemetery, at Rich-
mond, Virginia, in “perpetual care ;” provided, that said graves and
the section in which they are contained shall continue to be under
the supervision and care of the said Hollywood Memorial Associa-
tion.
Sec. 2. That the said trustees. their successor or successors,
be, and they are hereby, further directed to submit the contract
made by them with the Hollywood Cemetery Company for the
purposes aforesaid to the governor and attorney general for their
approval, and that a duplicate of said contract be filed in the office
of the said attorney general.
Sec. 3. That, upon the approval, execution and filing of said
contract, as aforesaid, the Commonwealth of Virginia shall be
forever discharged from any further obligation to care for the
graves of said ccnfederate soldiers in said section in Hollywood
cemetery at Richmend, Virginia.
