Chap. 2.—An ACT to appropriate the sum of $40,000.00 out of any money in
the treasury not otherwise appropriated, to pay criminal charges, the
appropriation made for the year ending February 28, 1914, having be-
come exhausted. (S. B. 4.)

Whereas, the general assembly of Virginia by chapter one hun-
dred and thirty-seven, nineteen hundred and twelve, entitled an
uct to appropriate the public revenue for the two fiscal years ending
respectively, on the twenty-eighth day of February, nineteen hun-
dred and thirteen, and on the twenty-eighth day of February, nine-
teen hundred and fourteen, approved March twelfth, nineteen hun-
dred and twelve, appropriated three hundred and eighty thousand
dollars for euch of said years for the payment of criminal charges;
and
Whereas the sum appropriated for the year ending February
twenty-eighth, nineteen hundred and thirteen, proved inadequate
to pay the criminal charges for that year, and the auditor of public
accounts was unable to pay criminal charges presented to him for
payment on and after the seventeenth day of January, nineteen
hundred and thirteen; and
Whereas, on March first, nineteen hundred and thirteen, the
criminal charges presented for payment between the seventeenth
day of January, nineteen hundred and thirteen and March first,
nineteen hundred and thirteen, had to be paid out of the appropria-
tion for the year commencin on, that date, and ending February
twenty-eighth, ninetéciy ‘hyn fred: and. fourteen, the appropriation
for criminal charges for. the year ‘ending February twenty-eighth,
nineteen hundred and fourtedr,y bas’proven inadequate to meet the
criminal charges for that | ‘year and the auditor of public accounts
was unable to pay criminal: “eharges: pfesented to him for payment
on and after the eiglitéetth* day-of-December, nineteen hundred
and thirteen; and
Whereas, "it is estimated by the auditor of public accounts the
sum of forty thousand dollars ($40,000.00) will be required to
meet the criminal charges to be paid between the eighteenth day
ef December, nineteen hundred and thirteen, and February twenty-
eighth, nineteen hundred and fourteen; therefore
1. Be it enacted by the general assembly of Virginia, That
the sum of forty thousand dollars ($40,000.00) be, and the same is
hereby appropriated out of any money in the treasury not other-
wise appropriated to pay criminal charges, including expenses of
juries, witnesses, and other criminal charges, etcetera.
2. This act shall be in force from its passage, because an emer-
gency exists in that for want of appropriation the auditor of public
accounts is at this time unable to pay criminal charges, payment
of which are provided for by law.
