1. Be it enacted by the general assembly of Virginia, That
the public taxes and arrears of taxes, due prior to the first day of
March, in the year nineteen hundred and fifteen, and nineteen
hundred and sixteen, respectively, as well as the revenue derived
from all sources, and all money not otherwise appropriated which
shall come into the treasury prior to the first day of March,
nineteen hundred and fifteen, and the first day of March, nineteen
hundred and sixteen, respectively, shall establish a general fund,
and be, and the same is hereby, appropriated for the fiscal years to
close on the twenty-eighth day of February, nineteen hundred and
fifteen, and the twenty-ninth day of February, nineteen hundred
and sixteen, respectively, in the following manner and for the
following uses, to-wit:

be paid from the fees and taxes collected from fertilizers, includ-
ing ten fertilizer inspectors, one from each congressional district.
who shall be paid the sum of seventy-five dollars per month
while employed. and their expenses. if sufficient for that purpose;
if not, they shall be paid pro rata from said fund, but in no
event shall any part of said salaries and expenses be paid out
of public treasury; if in excess of such taxes and fees
collected on fertilizers to the department of agriculture and

Virginia military records—This department shall hereafter be
known as the department of the confederate military records,
and continue a department of the adjutant general’s office,
governed by the provisions contained in chapter two hundred
and eighty-two of the acts of the general assembly of Virginia,
of nineteen hundred and ten, except as so far herein amended—
salary for clerk, who shall be appointed by the governor for the
term of two years, beginning March first, nineteen hundred and

institutes, provided that no officer or teacher in the public school
system or any of the State institutions who may be employed
by the calendar year shall receive pay both as an officer or

or instructor, but he shall elect the capacity in which he will be

which the State board of education is authorized to expend for
rent of cflices which are rendered necessary by the crowded
conditien of the capitol building.
There shall also be excepted from the sum to be turned over to the
State board of education, as aforesaid, the sum of seventy-five
thousand dollars, or so much thereof as may be necessary, to be
used under the rules and regulations of the State board of
education for the establishment and maintenance of the rural
graded schools of two, three, and four rooms; provided, that no
such schocl shall receive more than two hundred dollars, and
any school receiving aid from this fund shall not receive aid
from the high school fund. There shall also be excepted from
the sum to be turned over to the State board of education, as
aforesaid, the sum of two hundred thousand dollars, or so much
thereof as may be necessary, to be used under the rules and
regulations of the State beard of education for the maintenance
and dev elopment of rural schools of one and two rooms, the said
sum to be used especially for the purpose of increasing the
length of term in said schools in a Statewide effort to provide

of the public and high schools, as may be necessary,

Virginia State horticultural society, one thousand dollars for the
purpose now provided by law in an act entitled an act making
an appropriation for the benefit of the Virginia horticultural
society, approved March fourteenth, nineteen hundred and four,

necessary by the crowded condition of the capitol building.

be used under the rules and regulations of the State board of
education for the establishment and maintenance of the rural

Each of the said institutions shall, upon such terms, and according

or which may have been requested by the superintendent of

owned by the State, under the direction of, and to
be presented by a commission composed of the
governor, lieutenant governor, speaker of the house
of delegates, or such person or persons, as they may
each designate to represent them, and the clerk of
the house of delegates who shall also act as secre-

All public revenue received into the treasury within the two
appropriation years provided for in this act and the balances of the
‘appropriations made by previous acts of assembly unexpended at
the close of business on the twenty-eighth of February, nineteen
hundred and fourteen, which unexpended balances are hereby
declared to be lapsed into the treasury, are hereby designated
the general fund of the Commonwealth, and shall be used for the
. payment of the appropriations provided for in this act subject to
the limitations and upon the conditions set out in this act, and shall
be used also for the payment of all other appropriations made by
acts of assembly passed at the session of the general assembly of
Virginia which commenced at the State capitol on Wednesday,
January fourteenth, nineteen hundred and fourteen. The appro-
priations for the support to public institutions and hospitals for
-the insane shall be paid in monthly installments, but the auditor
‘of public accounts is hereby authorized and required to pay the
special or extraordinary appropriations (other than support) to
the institutions and hospitals for the insane in monthly install-
ments, or otherwise as in his judgment the condition of the
treasury will permit.
No institution in this State, except hospitals for the insane,
shall hereafter exceed the amount of its appropriation, and if any
such institutions shall exceed the amount of its appropriation,
there shall be no reimbursement of said excess, nor shall there be
any liability or obligation upon the State to make any appropria-
tion hereafter to meet such deficit, and the members of any board
making any such excessive expenditures, who shall have voted
therefor, shall, in the discretion of the governor, be deemed guilty
of neglect of official duty, and be subject to removal therefor.
It shall not be lawful forthe auditor of public accounts to
pay the State hospitals, or any other institutions, any money except
as is provided for in this act, or in pursuance of some act making
a special appropriation therefor. And the proper officer of each
public institution of the State, for which appropriation is made,
shall, in his annual report, give an itemized account of the expendi-
tures or such appropriations for such institutions; and every officer
cf this State for whose department appropriations are hereby made,
shall make annually a report covering an itemized account of the
expenditures of such appropriation, and of all other sums received
by such institutions, departments, or officers for any source, and
such reports and accounts shall embrace the expenditure of all
funds appropriated, including the interest on bonds held by such
institutions and hereinbefore directed to be paid to them, which
reports shall be forwarded to the general assembly and laid before
both houses thereof on the first day of each session thereof. None
of the moneys mentioned in this act shall be expended for any
other purpose than that for which they are specifically appropri-
ated. All of the appropriations herein made for the fiscal year
ending February twenty-eight, nineteen hundred and _ sixteen,
unexpended at the close of business, April first, nineteen hundred
and sixteen, shall revert to and become a part of the general fund
of the Commonwealth, and shall not thereafter be paid by the
auditor of public accounts, and the same shall be charged off upon
the books of his office.
2. All acts and parts of acts inconsistent herewith are hereby
repealed.
3. This act shall be in force from its passage.
