CHAP. 57.—An ACT to prohibit the opening, repairing or maintaining of
any street or alley through, on or over any lands within any of the
cities or towns of this Commonwealth, which belongs to the Common-
wealth of Virginia, to the Confederate Memorial Association, or any
agency of the State.
Approved February 29, 1912.
1. Be it enacted by the general assembly of Virginia, That
no street, alley, or public highway not now actually improved
and open to public travel, shall be opened, repaired or maintained
through, on or over any land lying in any city or town of this
commonwealth, which belongs to the Commonwealth of Virginia,
the Confederate memorial association, or any agency of the State,
without first obtaining the consent of the general assembly of
Virginia so to do, anything in the charter or ordinances of any
such city or town to the contrary notwithstanding.
Provided that nothing herein contained shall be construed as
interfering in any way with the present or future plans of any
such cities or towns in regard to the location and maintenance
of sewerage and surface drainage on or through said properties
when submitted to and approved by the governor of Virginia.
2. An emergency existing therefor, since the city of Rich-
mond contemplates encroaching upon the soldiers’ home prop-
erty, it is further enacted that thrs act shall be in force from its
passage.
