CHAP. 203.—An ACT to authorize the submission to the legal voters of the
citv of Winchester of the question whether or not they will favor the
issuance by said city of not more than one hundred and fifty thousand
dollars of “gravity water bonds,” and to authorize the issuance by
suld city of not more than $150,000 of said bonds, if a majority of
those voting, vote in favor of such issuance.

Whereas. it appears that there is a need for an additional
gravity water supply for the city of Winchester; and,
Whereas, it is desired especially that the city of Winchester
shall obtain a supply of softer water by gravity than the hard
limestone water now furnished by the two water systems of the
city of Winchester; and,
Whereas, the common council of the city of Winchester has
requested authority from the general assembly of Virginia to
eall a special election to submit to the legally qualified voters of
said city of Winchester whether or not a majority of those voting
will vote in favor of the issuance of not more than one hundred
and fifty thousand dollars of bonds at such rate of interest as the
common council may determine, not to exceed five per centum
per annum, maturing not more than thirty years after date, the
said common council to determine the exact time of maturity,
the proceeds of said bonds to be used to defray the costs of ob-
taining an additional system of gravity water supply for the city
of Winchester, inclusive of the required sources of water supply,
water rights, rights of way, work, labor and material, costs of
plans, specifications and supervision, the work to be done accord-
ing to plans to be provided by the common council; and,
Whereas, if the bonds provided for by this act shall be issued,
the bonded indebtedness of the city of Winchester will be less
than eighteen per centum of the assessed valuation of the real
estate in said city subject to taxation, as shown by the last assess-
ment for taxes; now, therefore,
1. Re it enacted by the general assembly of Virginia, That
the common council of the city of Winchester is hereby author-
ized, at anv time after this act becomes a law, to order a special
election at which all voters of said city, qualified to vote in such
election under the laws of this State, may vote upon the question
whether or not they favor or oppose the issuance of not more
than one hundred and fifty thousand dollars of gravity water
bonds, said bonds to bear such interest as the common council
mav determine, not to exceed five per centum per annum, and to
be of such denominations as the council mav determine, and to
mature at such time as the council may determine, not to be more
than thirty years after date. If a majority of those voting, vote
in favor of the issuance of said bonds, the said common council,
by proper resolution or ordinance, may direct that they be is-
sued and executed on behalf of said city of Winchester and
signed by such officers or parties as the common council shall
name; provided, said bonds shall not exceed in the aggregate
the sum of one hundred and fifty thousand dollars.
2. The proceeds from said bonds shall be wholly expended
for the said additional supply of water for the city of Win-
chester by a gravity system.
3. Said bonds shall be in such form as the common council
of said city may determine.
