CHAP. 193.—An ACT to validate a certain vond issue had in the town of
Virginia Beach, authorized by an election held November 20th, 1906.
Approved March 138, 1912.
Whereas, on the twentieth day of November, nineteen hun-
dred and six, pursuant to an order of the circuit court of Prin-
cess Anne county, Virginia, an election was held in the town of
Virginia Beach tor the purpose of voting upon a bond issue of
fifty-four thousand dollars, based upon assessed values in said
town; and
Whereas, at said election the said issue was unanimously
ordered by all of the voters in the said town; and
Whereas, a great many of the said bonds, which were num-
bered from one to fifty-four, inclusive, were immediately issued,
sold and delivered; and
Whereas, B. P. Holland, who was the mayor, and W. J.
Wright, who was the recorder of said town at said time, failed
to sign all of said issue, and those numbering consecutively
from thirty-eight to fifty-four inclusive, have not been signed;
and
Whereas, the council of said town now desiring to dispose
of said bonds some doubt has arisen as to the authority of
the present mayor and recorder to sign the same, as the terms
of office of the said B. P. Holland as mayor, and W. J. Wright
as recorder, who were officers at the time of said issue, have
since expired; and
Whereas, the present mayor of said town of Virginia Beach
is W. J. Wright, and the present recorder of said town is W.
T. Jarvis; now, therefore,
1. Be it enacted by the general assembly of Virginia, That
the said W. J. Wright as mayor of said town of Virginia Beach,
and W. T. Jarvis as said recorder of said town of Virginia
Beach, be, and they are hereby, authorized to sign the said re-
maining bonds of said town numbered consecutively from thir-
ty-eight to fifty-four, inclusive, and the said W. J. Wright, as
said mayor of said town is further authorized to countersign the
coupons attached to said unsold bonds numbered as aforesaid,
and when said bonds and coupons are signed and countersigned
as above directed, then the same shall be as valid as if they had
been signed by the duly qualified officers holding office at the date
of the said election, and that said bonds may be negotiated and
sold and the proceeds applied to such purposes as are authorized
by the court in ordering the election.
2. Owing to the necessity of certain needed public improve-
ments, within the said town of Virginia Beach, an emergency
is declared to exist and this act shall be in force from its passage.
