CHAP. 154.—An ACT to amend and re-enact an act entitled “an act to
continue in force and again appropriate the ten thousand dollars
heretofore appropriated by an act approved March 9, 1908, entitled an
act to make an appropriation to provide for the erection of a monu-
ment on the battlefield of Gettysburg, Pa.,; to commemorate the ser-
vices of Virginia troops in the battle on that field (no part thereof
having been expended up to this time); also to approve the design
of the monument selected by the committee appointed under said
act of March 9, 1908, and to authorize and direct said committee to
contract for the erection of said monument and to appropriate the
further sum of forty thousand dollars for that purpose,” approved
March 9, 1910, and to continue in force the appropriation of the sum
of forty thousand dollars until the first of March, 1914.

1. Be it enacted by the general assembly of Virginia, That
an act entitled ‘‘an act to continue in force and again appropriate
the ten thousand dollars heretofore appropriated by an act ap-
proved March ninth, nineteen hundred and eight, entitled an act
to make an appropriation to provide for the erection of a monu-
ment on the battlefield of Gettysburg, Pennsylvania, to commem-
orate the services of Virginia troops in the battle on that field
(no part thereof having been expended up to this time); also
to approve the design of the monument selected by the committee
appointed under said act of March ninth, nineteen hundred and
eight, and taauthorize and direct said committee to contract for
the erection of said monument, and to appropriate the further
sum of forty thousand dollars for that purpose,” approved March
ninth, nineteen hundred and ten, be amended and re-enacted so
as to read as follows:
Whereas, by act approved March ninth, nineteen hundred
and eight, an appropriaticn was made for the erection of a mon-
ument on the battlefield of Gettysburg, Pennsylvania, to com-
memorate the services of Virginia troops in that battle, and pro-
viaing for the appointment 0; a comm‘ssion to select a design for
the mcenument and provide for its erection; and, whereas, the
first commission was composed of Governor Claude A. Swan-
son, Major John W. Daniel, Colonel Thomas Smith, Major H. A.
Edmondson, Captain Stephen P. Reed, who made a contract for
the erection of the monument with F. W. Sievers, and wnereas,
by act approved March ninth, nineteen hundred and ten, Gover-
nor William Hodges Mann took the place of Governor Claude A.
Swanson, and Captain W. Gordon McCabe was appointed to fill
the vacancy caused by the death of Major John W. Daniel; and,
whereas, by act approved March ninth, nineteen hundred and
ten, the original appropriation of ten thousand dollars was con-
tinued, and an additional sum of forty thousand dollars was ap-
propriated, with the provision that no part of said sum should
be available or subject to the order of the said committee until
the fifteenth of February, nineteen hundred and twelve, and,
whereas, the sculptor, F. W. Sievers, has since the making oz the
original contract been working on the said monument, which will
be completed and ready for unveiling on the fourth of July, nine-
teen hundred and thirteen, and the commission has contracted
to make certain payments as the work progressed; now, there-
ore, .
First. The appropriations of ten thousand dollars and forty
thousand dollars, so far as the same have not been expended, are
now and hereby continued until the first day of March, nineteen
hundred and fourteen, to be paid out of any money jn the treas-
ury not otherwise appropriated, upon the order of the commis-
sion and by warrant signed by its chairman.
2. The members of the commission shall not receive any com-
pensation for services, but shall be paid actual anid necessary
expenses incurred in the performance of their duties, to be paid
out of the appropriations made by order of the commission and
upon the warrant’ of its chairman.
3. An emergency existing by reason of the payments neces-
sary to be made under the contract with F. W. Sievers, this act
shall be in force from its passage.
