CHAP. 39.~-An ACT to amend and re-enact sections 1653, 1656, 1656a, and 1657
of the Code of Virginia, as amended and re-enacted by chapter 266, acts of
assembly, session 1902-’03, approved May 16, 1903.

1. Be it enacted by the general assembly of Virginia. That sections
sixteen hundred and fifty-three, sixteen hundred and fifty-six, sixteen
hi ndred and fifty-six a, and sixteen hundred and fifty-seven of the Code
of Virginia, as amended by chapter two hundred and sixty-six, acts of
assembly, session nineteen hundred and two and three, approved May
sixteenth, nineteen hundred and three, be amended an: re-enacted so
as to read as follows:
§1653. The present board of visitors of the Virginia school for the
deaf and blind shall hold office till the first of July, nineteen hundred
and four. Within six months preceding the day on which the terms of
cffice, respectively, of the several members of the board will expire by
limitation as aforesaid, the governor, by and with the consent of the
Senate, shall appoint to fill the vacancies so occasioned three persons,
who shall hold office for two years from the first of July, nineteen hun-
dred and four, and three who shall hold office for four years from the
first of July, nineteen hundred and four, respectively; and thereafter
every two years and within six months preceding the day on which the
terms of office, respectively, of the several members of the board will ex-
pire by limitation as aforesaid, the governor, by and with the consent of
the Senate, shall appoint to fill the vacancies so to be occasioned persons
whose terms of office shall be four years from that date. The said six
visitors, together with the superintendent of public instruction of the
State, shall constitute the board of visitors for the government of said
Institution. Vacancies caused otherwise than by the expiration of the
term. of office, shall be filled by the governor for the unexpired term by
appointment, which shall be subject to the ratification or rejection by the
Senate at the next session of the general assembly.
$1656. Their meetings—The board shall have one annual meeting,
and such intermediate meetings as they shall prescribe, the time and
place of meeting to be fixed by said board. A special meeting may be
called at any time by the president or any three members of the board,
notice of the time and place of such meeting being given to the other
members.
§ 1656a.. The superintendent, professors, and all other officers of the
institution shall be elected at the annual meeting on the day
of June, nineteen hundred and five, and every two years thereafter, by
the board of visitors, and shall be selected with reference to fitness, so-
briety, literary and business qualifications. The board of visitors may
remove at any time the superintendent, professors, and all other officers
of the institution, causing to be entered upon the records of the board
the order of removal, together with the cause of the removal.
§1657. Each fiscal year of said institution shall end on the thirtieth
day of September, to which time the accounts of the institution shall
be made up; and the board of visitors shall annually, before the first day
of November, deliver to the second auditor a report to the general as-
sembly of Virginia, showing the condition of the institution and its re-
ceipts and disbursements for the said year. The board shall also make
reports as required by section two hundred and twenty-one of the Code of
Virginia.
2. Whereas, by reason of the facts set forth in this act, there is an
emergency, this act shall be in force from its passage.
