Chap. 109.—An ACT to appropriate $25,000 for the erection of a building and
plant to furnish heat, light, and power to the governor’s mansion, the State
library building, and the State capitol, and to permit the removal of the heat
and power plants now in said building. )
Approved March 12, 1904.
1. Be it enacted by the general assembly of Virginia, That the sum of
twenty-five thousand dollars, ‘or so much as is necessary, be, and the
same is hereby, appropriated for the erection in the capitol square at
some suitable point between the State library building and the governor’s
mansion, to be designated by the governor and to front, if practicable,
on Governor street, of a suitable building and plant for furnishing heat,
ight, and power to the governor’s mansion, the State library building,
ind the State capitol.
2. Be it further enacted, That the building and plant herein provided
for shall be erected under the supervision of the committee appointed
vecording to law to supervise the enlargement, renovation, and repair of
State capitol building, and that upon its completion the heat and power
plants that may now be in said buildings may be removed therefrom:
orovided, that no contract shall be accepted for a building and plant to
be erected under this act which shall cost, complete, more than the sum
herein provided, or which will not adequately accomplish the results
hereinbefore set out; and no part of this sum shall be paid out until such
contract is signed and delivered to the governor, accompanied by a bond,
with sufficient security, to be approved by the governor, on the part of
the contractor or contractors, conditioned for the faithful performance
of his contract, in the sum of ten thousand dollars: and provided, that
the said committee may, if it shall appear advantageous to the State so
to do, expend a portion of the sum hereby appropriated in aiding in the
erection. of an electric light plant at the State penitentiary, from which
light shall be furnished 1o the capitol square and the public buildings
therein, instead of providing for the lighting of said square and buildings
from the plant herein contemplated and provided fir.
