1. Be it enacted by the general assembly of Virginia, That on t}
first day of February, nineteen hundred and four, or as soon ther.
after as practicable, the circuit court of each county, or the jud;
thereof in vacation, shall appoint one of the commissioners in cha!
cery of said court bail commissioner for said county.
