Chap. 68.—An ACT as to working inmates of Norfolk city jai.
Approved February 12, 1901.
1. Be it enacted by the general assembly of Virginia, That every per-
son above the age of fourteen years, convicted of a misdemeanor, or of any
offense deemed infamous in law, and sentenced to confinement in the jail
of the city of Norfolk as a punishment or part punishment for such
offense, or who is imprisoned in said jail for failure to pay any fine or
penalty imposed upon or assessed against him, upon such conviction, or
upon such conviction for any violation of an ordinance of the city of
Norfolk, except prisoners held under authority of the United States gov-
ernment, shall be required to do such work as may be prescribed by the
councils of the city of Norfolk.
2. The work required of those confined in the Norfolk city jail shall,
however, in no event be such as to come into competition with outside
labor, nor shall the product of such work be sold, except that the work
required may include all the cooking, cleaning, and washing necessary
for the maintenance and cleanliness of those confined in the jail, nor
shall any work be done except in the jail building and jail yard.
Any additional force of guards and managers rendered necessary for
tho ‘working of those confined in the jail shall be appointed by the ser-
geant of thre city of Norfolk and be paid by the city of Norfolk, and all
material and appliances necessary for the work shall be chosen and be
paid for by the city of Norfolk, and the councils of said city shall pre-
scribe all rules and regulations in regard to the prisoners working, subject
to the restrictions mentioned in this act. Such guards and managers
shall be subject to the orders and control of the sergeant of the city of
ae and may be discharged by him.
4. As far as possible, and except when working, eating, and attending
divine services, or in the hospital, all prisoners confined in the Norfolk
city jail shall be locked in their cells, and each shall, as far as possible,
be confined in a separate cell.
5. Nothing contained in this act shall be construed to affect any duty
of the sergeant of the city of Norfolk as keeper of the jail in regard to the
prisoners or the jail as now provided by law, and said sergeant. shall sup-
port and maintain the prisoners and receive the compensation from the
state therefor as now provided by law.
6. All acts or parts of acts in conflict herewith are hereby repealed.
