Chap. 307.—An ACT to provide for altering and vacating certain streets and
alleys in Norfolk county not lying within the limits of any city or town,
and to validate and confirm proceedings heretofore had in the county
court of said county for the purpose of altering or vacating any such streets
or alleys, and to limit the time within which remedies in respect thereto
or to the closing or attempted closing thereof may be had.

Whereas since the passage of chapter four hundred and eighty-six of
acts of assembly of Virginia, session of eighteen hundred and eighty-
seven and eight, many owners and proprietors of lands in Norfolk county
in sub-dividing the same into lots or parcels for the purpose of laying
out suburban lots have failed to comply with one or more of the pro-
visions of said act in relation to the making of plats of such sub-divisions,
or the manner in which such plats are required to be executed, acknow-
ledged or recorded ; and
Whereas the provisions of said act for altering and vacating the strects
and alleys therein mentioned do not, in express terms, apply to streets and
alleys platted or laid out subsequent to said act, but not laid out and
dedicated in conformity therewith; and it is desirable that provision be
expressly made by law for altering and vacating such streets and alleys:
and
Whereas in some instances. proceedings have been had in the county
court of Norfolk county pursuant to the provisions of said act for the
purpose of altering and vacating streets and alleys platted or laid out
subsequent to said act, and which have not been laid out and dedicated
in conformity to said act: and it is deemed proper that all such proceed-
ings should be ratified and confirmed ; therefore,
1. Be it enacted hy the general assembly of Virginia, That the pro-
visions of chapter four hundred and eighty-six of acts of assembly of Vir-
ginia, session of cighteen hundred and eighty-seven and eight in relation
to altering and vacating streets and allevs therein mentioned shall apply
to all streets and allevs in Norfolk county not lying within the corporate
limits of any city or town, whether the same have been laid out and
dedicated in conformity to the provisions of said act or not. And anv
proceeding heretofore had pursuant to said statute or in reliance upon
the same in the county court of said county for the purpose of altering
or vacating any street or allev in said county not laid out and dedicated
in conformity to said act, is hereby ratified and confirmed and declared
to be legal and valid.
2. No remedy to which any person may be entitled by reason of the
altering or vacating of any street or alley in said county not laid out
and dedicated in conformity to said act, which has been heretofore
altered or vacated as aforesaid, or by reason of any proceedings heretofore
had in the county court of Norfolk county for that purpose or by reason
of the closing or attempted closing of any such street or alley in said
county : or in respeet to any injury he may have sustained in consequence
of the altering, vacating, closing or attempted closing of any such street
or alley in said county, shall be brought or had, except within six months
from and after the passage of this act.
3. This act shall be in force from its passage.
